Leadership Training

This page provides information for elected and appointed staff.

Administrative Procedures Course (APC)

Passing the APC is one of the requirements for an elective office position in the flotilla. The updated Instructor and Student Guides are now available (Revised 3-01-07).

Flotilla Commander Academy

Excellent performance in the Flotilla Commander is critical to the success of the Auxiliary. This is an extremely important position because every Auxiliarist is a member of a Flotilla, from the newest recruit to the National Commodore.  Therefore, it is essential that the Flotilla Commander understand the responsibilities incumbent in the position, can recruit new members, inspire current members to achieve their goals, provide necessary member training, and select competent staff officers.  In a word, there must be extensive training for the Flotilla Commander (FC) to succeed.  The FC must have considerable knowledge of the Auxiliary, skills in working with people, and know where to get help when needed.

In an optimum situation, a District would present a Flotilla Commander Academy (FCA) for all newly elected FCs sometime after election and before installation and formally taking office.  If the District does not have an Academy, a Division might hold one for its FCs.  The FCA should have at least the elements covered in the following three presentations.  The sections listed below contain a PDF outline of the material, and a PowerPoint presentation to accompany it.

·         Flotilla Meeting Workbook  .PDF | PPT

·         Hook, Line, and Sinker  .PDF | PPT

·         Year at a Glance  PDF | PPT

If an FCA is not available, the FC should study and understand these sections as a basic orientation. Some other areas you might want to consider exploring for additional training include: Flotilla records and necessary forms, Flotilla finances, member training, operations, mentoring, CGA uniforms and Protocol.

All Flotilla Commanders are encouraged to select a mentor, an experienced Auxiliarist who will work with you to advance your knowledge in your current position, prepare you for your next level of opportunity, answer questions, listen to your ideas and provide suggestions to help you to achieve them if reasonable. Also the mentor can provide you with the feedback necessary to amend those ideas to develop something feasible, be a sounding board, and a trusted friend.

Best wishes for a successful tenure as Flotilla Commander – the most important leadership role in the Auxiliary.

Leadership Development Framework
Combines the Coast Guard’s 28 Leadership Competencies with five responsibility levels that apply to all employees (worker, first-line supervisor, mid-level manager, senior manager, and executive) within the Coast Guard and provides the expertise anticipated at each level.

The Leadership Development Framework offers a variety of ways to gain and demonstrate the anticipated expertise (training, voluntary education, and other learning opportunities). As Auxiliarists seek increased responsibility within the organization, this document provides valuable information needed to demonstrate leadership at every level. (COMDTINST M5351.3, Leadership Development Framework).

EMI Personal Development Series

The Professional Development Series includes seven Emergency Management Institute independent study courses that provide a well-rounded set of fundamentals for those in the emergency management profession. Many students build on this foundation to develop their careers.

Unit Leadership Development Plan (ULDP)

The ULDP is designed to assess a unit`s strengths and weaknesses in relation to the Coast Guard's Leadership Competencies via the ULDP Assessment. Leaders can review and share unit Results with the crew, choose from a host of Resources, and choose to partner with a ULDP Coach to determine the most appropriate action to take as they develop their Unit Leadership Development Program.

Coast Guard Leadership and Management School (LAMS)

Each of the offerings of the 5-day course has three billets reserved for Auxiliary participants.  Auxiliarists interested in taking this course with their local Coast Guard unit should consult this schedule and contact the Point of Contact (POC) listed for the course in their area to reserve a seat.  This is a non-resident course and orders are not routinely provided.  The participants must be able to attend all 5 days.  This course is developed for regulars, reservists, Auxiliarists and civilian Coast Guard employees and is recommended for Flotilla Commanders, Vice Commanders, and other Auxiliarists who aspires to leadership positions.  LAMS Schedule
